total seek time =16 ms as it is traversing from track 1 to track 3 to track 2 to again track 3

so 3-1=2

3-2=1

3-2=1

so 1+1+2=4

total head movement of 4 cylinders or tracks

per track seek time is 4ms

so total seek time =16 ms.
