Here is a snapshot of my spreadsheet

In Cell B2 _ want to enter a formula that will look at column J4:J6 and if the value is 0-7 count those cells and return a result -- for this example 1

In Cell D2 want to enter a formula that will look at column J4:J6 and if the value is 8-14 count those cells and return a result -- for this example 2

In Cell F2 want to enter a formula that will look at column J4:J6 and if the value is 8-14 count those cells and return a result -- for this example 0

In B2 try

=COUNTIFS(J4:J6,">=0",J4:J6,"<=7")

0 and 7 both inclusive... if you want >0 and < 7 then use

=COUNTIFS(J4:J6,">0",J4:J6,"<7")

Use similar formulae in other cells.
