Explanation / Answer
(1) Environmental policy is a key document in Environmental management system.It guides actions to achive deliberate objectives.E.g. the objective of Environmental policy can be -achieving sustainable developement .It must include the interest of all stakeholders(NGOs,government agencies,private sector etc).It also promotes coordination among all stakeholders and guides environmental legisilation in a country.
Key drivers of Environmental policy are:
1)to mitigate and adapt to the negative impacts of Global Warming and Climate change(like -flooding ,drought,cyclone etc)
2)UNFCCC(United Nation Framework For Climate Change Convention)-related protocols like Paris protocol.
3)UN-SDG(Sustainable Developement Goals of UN).
4)to have a trade-off between economic developement and environment conservation.
5)protecting biodiversity and the interests of poor nd vulnerable sections of the society.
(2)The effectiveness of a policy is determined by following criterias:
(a) clarity in objectives and feasible targets.
(b) adequate funding to achive the targets.
(c) robust implementing agencies.
(d) must have included interests of all stakeholders.
(e) proper monitoring mechanisms.
(f) whether it has achieved targets after implementaion of government schemes and legislations following this policy or not.
After all the main goal of any Environmental policy should be to achieve UN-SDG.
(3) conflicts arises during Environmental policy making are due to lack of consensus among various stakeholders .E.g. (a)pvt. sector wants rapid indusrialization which requires deforestation but environmental NGOs against it .
(b)while government want to built big dams but native tribal people object this move as they don't want to be displaced.
Similarly there is clash of interest among other stakeholders. These conflicts can be handled through negotiations,discussions,compromise,debate including all stakeholders.Thus a policy should be all inclusive and win-win solution for all.
(3) common natural resources for people of the world are :water(ground water,ocean,rivers,water bodies) ;air ; solar insolation;soil.However these common natural resources are not being wisely used by mankind.We are polluting both water bodies,air,soil etc .
(4)Global commons are :Antarctic,Oceans beyond EEZ,Atmosphere,Celestial bodies(like moon ,Mars),Space.The whole mankind has right over the global commons.However these commons are not being used wisely like we are plluting atmosphere due to co2 emission from vehicles and industries,Similarly we are discahrging industrial effluents and sewage water into sea and pollute the water endangering ocean ecosystem.The reasons for such state of affairs are due to lack of (education,govrnment policy,legisilations,rules ,regulation);ineffective implementation of law,man's greed,population explsion,mindless indusrialization and urbanization,chnge in life style etc.
(6) to use these commom natural resources people should promote inclusive growth and sustainable developement practices.They must inculcate environmental ethics ,reduce wastage ,recycle ,reuse,adopt renewable energy,self containment,reduce green house gas emission,stop over explotaion of natural resources etc.
