The expression of genes occur when inducer binds to repressor causing conformational change in repressor. The negative control occurs when repressor binds to operator.
In constitutive mutants induction process is absent, genes are active all the time without control over its expression.
The Oc operator binds to repressor with low affinity than the wild type repressor.
