Solution A should have the highest Keq.

This is because the solutes are the least diluted ( and thus have the highest concentrations) in solution A


2)

It would be lower.

If the student did not remove the water, that would result in the solution being more dilute. So the concentrations of the solutes are lower and thus the Keq is lower.
