NH2CH2CH2NH2 is a strong ligand. It forms weak spin complexes.

Thus the arrow shown left to the vertical line corresponds to CoF63- complex and 5 arrows on the right of vertical partition correspond to Co(H2NCH2CH2NH2)33+

At the particular del/B value, the magnetic field exerted by the ligands are so high that it forces high spin complexes to be low spin. This is due to the increase in energy gap between the states.
