For a predetermined quantity such as of 10 mL which is mentioned in the question , pipets are accurate and precise as they can be filled upto a line which is marked on the glassware , no more or no less.

For accurate results in which the amounts of the liquid can vary according to the amount and concentration of the other liquid such as in titration experiments , buret is the better option.
