98-The boiling point increase with the intermolecular forces because if the molecules are strongly united more difficult it is the state change.

In this case the molecule with the lowest boiling point is the CH4 because they are united by dispersion forces. This type of forces is the weakest. The other molecules have Cl that has a high electronegative so that, it can attract the electrons   towards itself formed a dipole. So that, these molecules are united by dipole-dipole forces. This type of intermolecular forces is stronger that the dispersion forces.

99- The alcohol with the highest percent of moles in the vapor is the CH3OH because the rate of evaporation decreases with the intermolecular forces because if the molecules are strongly united more difficult it is the state change. All the alcohols are united by hydrogen bonds, but the intermolecular forces increase with the molecular weight. So that, the CH3OH has the lowest molecular weight and the greatest rate of evaporation.
