The clean power will reduce the carbon pollution from the power plants , the nations largest source while maintaing the energy and reability and affordability .they issued a final carbon pollution strandards for new ,modified and reconstructed powerplants and proposed a federal plan and modern rule to assit states in implementing the clean power plan .fossil fuel will be critical component of the american energy conservation.fossil fuel fired powerplants will operate more cleanly and efficiently while expanding the capacity for zero and low limiting power resourceses .

benefits include ; the transition to clean energy is happening very faster than anticipipated ,this means carbon pollution is decreasing ,imroveing public health each and every year . the clean power plan itself is projected to contribute significant pollution reduction RIA include potential benefits ,costs ,and economical impact on the final carbon emmision for existing stationary sources electrical utility generating units . the RIA rule has translated the source and category specific Co2 ,emission performance rate in statelevel rate based and mass based co2 goal inorder to mainatian . in the final rule it may use trading or other multiple unit compliance approches and technologies or stratigies that are explicilty .
