Air bag manufacturers design the bags to inflate over atmospheric pressure. When the gas inside the airbag pushes the front face forward, it has to act against the atmospheric pressure. The absolute pressure inside the bag is equal to the sum of gauge pressure (net pressure) and the atmospheric pressure. Therfore, the bags will inflate when the pressure inside the bag is more than the atmospheric pressure.
