Lactic acid is a monoprotic acid. SO, it reacts 1:1 molar ratio with NaOH
Mol NaOH in 15.82 mL of 0.1010M NaOH = (15.82/1000 L)*(0.1010 M) = 1.598 *10^-3 mol NaOH

Therefore the 21mL of lactic acid solution contains 1.598 *10^-3 acid
Mol acid in 1000mL = (1000/21)*(1.598 *10^-3) = 0.076 mol in 1000mL solution
