When a research is made by public funding, the government does not claim intellectual property and let individuals to claim property of their own work.

So it is true that the conclusions drawn from the reasearch belongs to reasearchers and affiliates, they have to claim it and pay a license to practice, if they don´t want to claim it then the control passes to federal agency.

It is false that the federal government owns conclusions of the research, it will have the proprietary rights if the researcher doesn´t want those rights.

It is false that the conclusions drawn from the research belongs to the publishing institution. The researcher must share the knowledge, he or she makes a contract with a publishing company and gives license to exploit rights, the publishing institution does not acquire the rights. The conclusions belongs to the researchers

The government is more willing to fund basic research and It has long recognized the importance of this institution. Research councils fund basic and applied research but the bulk of funding is for basic research in universities so it is true that government encourages basic research at universities. The reason for this is that basic research is not considered to be practical nor helpful with everyday concerns.

So it is falsed that governments encourage applied research for the reason i already explained.

Applied research is usually funded by private institutions.
