When a research is made by public funding, the government does not claim intellectual property and let individuals to claim property of their own work.

So it is true that the conclusions drawn from the reasearch belongs to reasearchers and affiliates, they have to claim it and pay a license to practice, if they don´t want to claim it then the control passes to federal agency.

It is false that the federal government owns conclusions of the research, it will have the proprietary rights if the researcher doesn´t want those rights.

The researcher must share the knowledge, he or she makes a contract with a publishing company and gives license to exploit rights, the publishing institution does not acquire the rights.
