(a) The isomerization of DM to DF is irreversible because DM is cis where as DF is trans. And we know that trans is more stable product than cis.

(b) Bromine is necessary to isomerize dm to df in order to form an intermediate carbon radical. In the free radical intermediate, free rotation about the carbon-carbon single bond is possible.

(c) DF(trans) is less polar than DM (cis) because trans as we know will always be non-polar as it is symmetrical and cis will always be polar as it is lacking symmetry .
