You need to make up some plausible way in which a chemical (this can be any chemical, it’s undefined) could have the observed effects. By ‘plausible’ I mean a way some chemical might act to prevent mosquitos from becoming adults. The effect of the chemical on water bugs may allow you to make a better hypothesis concerning mosquitos.

Unknown chemicals may prevent the growth of water bugs by their charactersticks but if the chemicals are easily biodegradable then it will help to development of bug or mosquitos. chemical is undefine so we dont know the which type of chemical present there (mosquitos growing site) but there are two types of possibility can be occur - chemical can participate to make environment beneficial for mosquitos grow like if there are some chemical present which form like sugar fatty acid this can be provide favorable condition to grow while on other hand there are other types chemical also can be available which are harmful for water bugs or mosquitos. these chemical can do certain a reaction and make harmful gases or other compound which can harm or produce toxic compound which can prevent the growth of mosquitos.
