0.014 M = 0.014 mol/L
Now, 1 mol = 36.5 gm
So, 0.014 mol = 0.014 mol * 36.5 g/mol = 0.511 g
Density of water = 1gm/mL
Mass of 1L of solution = 1000mL * 1gm/mL = 1000gm
Mass fraction = mass of HCl/mass of water + HCl
= 0.511g/1000g + 0.511g = 0.0005
