1. There is a general solubility rule that like dissolve like. It means that polar solvent would dissolve polar solute and non polar solvent would dissolve non polar solute.
Br2 being non polar solute would dissolve in non polar solvent CCl4 more than that in H2O which is polar solvent.
2. Octane is non polar solvent so pentyl alcohol having large hydrophobic part would dissolve in it while methyl alcohol having small hydrophobic part is not soluble.
