Explanation / Answer

1. Right of oblivion is the right of an individual to free his present and future life from the chains of his/her past. This right states that each and every individual has the right to lead his/her life in an autonomous way and the present as well as the future life should not be hindered by the actions that the individual had performed in the past.

Right to be forgotten is different from the right of oblivion. The right to be forgotten is more applicable and relevant in today's world that is marked by constant technological progress and change. The expansion of internet has resulted in electronic surveillance and development of virtual personalities of people. Right to be forgotten is about an individual's right over his personal data and the quantum of control that the individual has over how is personal data is processed by third parties. Thus, right to be forgotten is a much broader right and concept than right of oblivion. Right of Oblivion is a right to protect privacy whereas right to be forgotten is the right to have the power and control over personal data.

2. Dr. Victor Mayer-Schoenberger mentions how personal information of individuals that was collected in the early 20th century in Europe was used by Nazis for the purpose of tracking people based on their religion and ethnic background. This event of the past has created a suspicion in the mind of present day European citizens towards maintaing permanent records of individuals.

3. There are three main concerns about the potential adoption of the Right to Be Forgotten on a worldwide basis. Firstly, there is a possibility of freedom of speech being encroached on. If the right is established then journalists, authors and bloggers will not be able to write about what they think and believe in. Secondly, this can amount to censorship. Thirdly, it can lead to rewriting of history.

4. Some of the apps that are premised on the notion of impermanence and anonymity are Snapchat, Yik-Yak, Secret, Whisper etc.
