Emergency management is the management of the risk or dealing with the risk. There are two types of stakeholders in the emergency risk management - Primary stakeholders and Secondary stakeholders.

Primary Stakeholders in emergency management - The primary stakeholders in an emergency or risk management are those who are directly involved in the prevention and managing the risk. It primarily depends on the place where the emergency management is present. For example, in case of residential communities, the primary stakeholders is the community management team. The people residing at the communities are not the primary stakeholders. But the management team which takes care of residential communities. If it is in a software hub, then the primary stakeholders are the respective company management's. If it is in a public place where events takes place there primary stakeholders are event management team. If it is for a country, the primary stakeholders are the defense personnel. Primary stakeholders change according to the location.

Secondary stakeholders - These are the people who are indirectly involved in the prevention of the emergency management. In case of the residential communities, the secondary stakeholders are the people residing at the communities. Though the management has the primary objective in safeguarding people residing at the communities, the secondary stakeholders are the people residing there. People should be smart enough to find the escape way to save themselves and their family in case of any emergency. In a software hub, it is the employees who are secondary stakeholders, similarly in the public place, it is the public.

Hurricane Katrina is the biggest and third largest hurricane disaster in the history of the United states. It took place on Aug 29,2005 and one of the costliest disaster in the United States. A lot of improvements have been made to improve the emergency preparedness of the disaster management systems post Katrina hurricane.

Explain why heavy rainfalls, windstorms, snowstorms etc are classified as hazards?

These are called hazards because, they cause irreparable loss to the human and environment. There is a danger of risk associated with these natural disasters. Hence they are called hazards.

Difference between hazard and disaster?

1) Hazard is a situation where there is a threat to life, property and environment. It is an event which has the potential to cause widespread destruction which causes harm to people, loss of lives and property. Hazard is a danger which is posed due to the natural means.

A disaster is an event which has already happened, and which completely disrupted the living with the loss of life and property.

2) Hazard is a potential risk. Disaster is the next step of hazard which has already happened.

3) Both hazards and disasters are manmade. But, hazard is a potential risk to the planet. Disaster is the damage of the property and lives. Once a hazard becomes active and which is no longer a threat, then it causes disaster.
