This week we are discussing the project charter and the development of the project scope statement. It is important for the project management professional to understand the true meaning of these project artifacts. Note the project charter and the project scope statement should be documents which the project team and stakeholders can agree too. This means both of these documents must be kept in a place which will allow the project team and the stakeholders of the project to have controlled access to these documents. In your organizations do you have access or do your project teams have access to these documents? If not what type of system do you think would be used to house these important documents?
Next the class must understand that during the beginning of the project these documents will require changes. Why do you think these documents will require changes? What happens if there is no change control process defined?
Explanation / Answer
Project Charter and project scope statements are two most important documents that not only set the guidelines and authorities of the project team but also, it defines the objectives, key deliverables expected, project work area as well as the constraints to be faced by the project. For proper initiation and implementation of any project, it is a must that all parties involved should be agreed upon what is mentioned in project charter and its scope statement. Without doing so, any party can deny the support and its existence can be in jeopardy. In my present organization, the project team has access to these documents and it is provided to them for their complete reference. Though, it is primarily required by project managers and senior team members who allocate responsibilities and work profile as per the scope of these documents.
Content of project charter as well as scope statement is made to be dynamic in a limited capacity as it has to incorporate:
1. Unforeseen changes in business environment
2. Evolving nature of project management (agile management)
3. To prevent conceptual and practical difficulties that arise with time
Thus, these documents can go for the changes as it is deemed fit for the project. In the absence of such a change process, it creates confusion and ambiguity that can delay the project. The project may also not achieve all the deliverables. Thus, a change control process is necessary for smooth function and quick decision making process with reference to the project.
