The manager has given the reason as " a good project management plan will not have any changes. The scope is set, the dates are set, and the budgets are set. A good project manager will just make sure everything goes according to plan."

To begin with, let me submit that Plans are made about the future actions, operations, activities under assumptions. We are living in the ever changing world and nobody is perfect enough to forecast or predict the future. A good project management must have contingency plans and or alternate options depending on the happening of uncertainty (both known and unknown events). In real life, plans do have flexibility and are subjected to number of factors that are not within the control of project manager or even under the control of the organization. Let us also do not forget about the Natural calamities that can play havoc with the dates, budgets and even with the scope of the project. Secondly, the pace at which technology research and development happening world over, may distort the rationality of particular processes, products, technical know-how etc. Thirdly project management is concerned about the monitoring and control about the times and costs variations during the project duration. Taking reviews and corrective measures at periodic times or at milestones always results in avoiding the major hurdles and major problems likely to happen in the future. Small steps taken at the beginnings and or likely emerging untoward situations to be checked in time can avoid major problems at later stages. Time and cost overruns are found to be very common in case projects are not monitored and controlled during its implementation stage.
