The good part under the circumstances stated are two fold. Firstly you have recently been made a department head of the new regional office. Everything new, afresh, no past burden in terms of percerptions, image, attitude etc etc. Secondly, the inexperienced employee ( one among many) not following through on assigned tasks but is enthusiastic about her new job and wants to get ahead in the organization.

All the four (A, B, C, and D) actions seems to be workable under the new set-up and new situation/ experience. Keeping in view the new beginning for eveyone at the new regional office, I would recommend for A.

Discuss the lack of follow-through with her and explore the alternative ways (including suggestions from her but may or may not accept depending on the kind of suggestions received), not in favor of monitoring frequently but should be need based checks on the performance and lastly give her time to improve with details about the tasks.
