untill he gets conformation he should not move like this. once he got conformation and clear all the proceedings then only should move from one place to another. in the above case Mat just asked Ben does he able to move to Sanfransisco, if he is ready how can he help. but without considering Matt, Ben moved to San Fransisco, and he may not paid any shifting charges from Matt.
without finalizing the terms and conditons of employment, it is the mistake of Ben, to move. so, he may not get any compensation for this in this case.
