These reference points are specific methods, approach and / or strategy that has been used in the past and act as a guiding lamp to the organization when it faces an issue / problem.

For example, selection of recruitment method in an organization depends upon the what methods have been selected in the past. Use of 360 degree approach in the appraisal system in the past can be a reference point to use in present scenario as a part of organizational culture.
