13. 2 Nonprofit programs are programs being pursued by organizations that have been granted tax-exempt status by the Internal Revenue Service. Nonprofit programs are programs related to cultural, educational, and religious purposes. They are provided to meet public service objectives. Now, most of the programs and services of a nonprofit organization can be evaluated in terms of the objectives for which they were formed. The evaluation is done on an outcome basis. When the outcome is tangible and measurable, the nonprofit programs and services can be evaluated. However, when the outcome is intangible and dificult to measure then it becomes difficult to evaluate a nonprofit program. For example, a nonprofit program was initiated to educate poor people about the importance of educating all children in the family. In many poor nations and third world countries, the girl child is not educated and are married off at an early age. The program objective is to change the values and mindsets of the poor people. The outcome is not only intangible but also long term. This will make evaluation a difficult process.

Evaluation design should be such that makes the outcome evaluation an ongoing process. It should not be treated as a one-off event. Secondly, the evaluation design should focus on practical activity and should not make evaluation a complex science.
