Well, this actually depend supon the circumstances in which the said employee got rejected. There may be many reasons of not hiring him/her, including the one you have mentioned here. So, if the the reason told here is taken into consideration, then the newspaper can simply tell the Honorable court that they have got someone with better credentials then the person in question and he/she, the hired one is the best suited for the said job.
It is the will of the newspaper whether to hire or not to hire a person according to their needs as well as requirnments of the job.
Best method to recruitment is by going online and searching the right person for the said job on the internet. This will reduce the time taken and will also helps in searching the right person with right credentials.
Least effective method will be of hiring will be calling everyone out there without expressing the dezired profile for the very job in question. This will require a lot of time and energy.
