You realize later that, of the many dozens of analyses run, only those explicitly supporting a costly departmental expansion—and not those that either failed to support it or called it directly into question—were included in the final report put together by other members of the research team to be read by upper management. From the above , it is very clear that statistical analysis report is made to protect the interest of management and they want to play a safe game on heavy investment like expansion of department. On the contrarary the report failed to indicate the reason of those things failed becuase lack of support. It is very clear that the management wants to hide their mistakes in the past.

If the same situation is continouing in the company, many loses could generate beacuse of improper maanagement. So as a Statistician you must try to correct the report as a part of principle of INTEGRITY (Ethical Side)
