Leaders have the behaviour to think strategically, and are opportunistics to cap the opportunity that came their way to contribute to the success of the lab. Also they are have a daily meetings in the status and progress, have a charts on the board and give opportunity to every one to present thier ideas are the key characterstics that led to the success of the lab.
Mayor signed the city wide partnership agreement with ASQ leadership which then held an open house and displayed their tools programs and courses that were provided by ASQ by the city.
No since he was the one taking the initiative to get into agreement with ASQ and bring in their tools, programs and courses to certify the lab staff.
No because it was managers who took it strategically, arranged for funding and motivated staff to work towards improvement and certification.
