The president and the Congress identify budgetary priorities by the level of funding appropriated to address those public policy problems. In a two- to three- page paper (not including title and references pages), identify and analyze a specific public policy problem that has not received sufficient funding from Washington or from your state. Consider an issue such as health care, education, veterans’ care, foreign aid, or job training programs. In your analysis, explain the policy issue, assess the funding situation, and analyze the impact of insufficient funding on stakeholders.

Your paper must be formatted according to APA style as outlined in the approved APA style guide and should cite at least one scholarly source in addition to the textbook.

The top 10 legislative issues the US will be facing are listed down in many websites and blogs. Of them the most interesting seemed to be the issue concerning The Children's Health Insurance Program (CHIP) that has been under policy debates and has existed since 1997 for those families who have enough incomes to qualify for Medicaid but low enough to not afford private insurances.

The opinion over this has lately been very divided. There is a group that says that this should be stopped since its a dangerous burden on all state legislations that have been for some time now dealing with other financial crises like the pension programmes and the icnreasing weight of the Medicaid and other such programs. On the other hand, many say that this should continue as stopping the CHIP would mean putting some 2 million American children in the dark. Now the issue still prevails whether these children should be left out or the states should suffer additional $5 billion.

Now, if the funding situation is assessed, one will find out that the states have been reeling under immense financial pressure. The last 10 years or so has seen a major influx of health insurance schemes, legislations and laws like the CHIP already mentioned above. In addition, the trends associated with these enacted laws seem to have changed dramatically at least since 2005. For example, less and less young people are opting for health insurance and Medicaids than they used to in the 1980s and 1990s, so much so that the revenue earned through government insurances and Medicaids has gone down manifold and state legislatures have been having a hard time to cope up with the financial problems this has unleashed. So, such are the problem of funding the federal and state legislatures colelctively have been facing. The source of revenue is well setup, but its not getting the required finances to further finance existing laws and programs.
