Week 3 Forum: Problem Oriented Policing This week, only one post is required, but you may reply to others with feedback if you so choose. The topic for the week is Problem Oriented Policing and the SARA model. Think about some crime or social problem that occurs where you live. Imagine you are the police chief, and the primary decision maker on this problem. How would you use the SARA approach to investigating the issue and working to resolve or mitigate it? Graffiti does not sound like a problem to many but recently for the past several years, graffiti and vandalism have increasingly impacted the City. The graffiti problem had escalated from some special gang members claiming territory to tagging crews vandalizing large areas of the city on a nightly basis. Citizens and business owners were complaining about the negative impacts graffiti they are having on their businesses and on the community in general. This problem has also taken a toll on the tourism as the tourists are now scared to enter the city. The City Council had made graffiti mitigation as one of their priorities.

Several strategies were used to deal with this issue. The police department assigned one officer to handle all graffiti related problems in the city. When arrests were made, or taggers identified, search warrants would be served on the taggers homes to gather evidence of additional acts of vandalism and to help identify other tag crew members. The City hired extra work crews to clean up the graffiti so it would be removed within 24 hours. There was a order passed by the City Council to ban the sale of any paints used in Graffiti until the next order. Officers made contact with business owners and had them sign waivers allowing the city to remove the graffiti for free before they had to pay for removal of graffiti that was abated.
Assessment:
All of the business owners in our downtown area agreed to participate in our free graffiti paint out program. The Paint sellers agreed to the ban of paints until the next order. Prior to the start of the program the city received over 30 complaints of new graffiti a day. During the last six months the city has received an average of 2 complaints a day regarding Graffiti. The overall cost for this mission was around 4000$ which was taken care by the Law Enforcemet Division of the State.
