1) Street level bureaucrats are generally the public service providers such as workers of schools, police and welfare departments, lower courts, legal service officers and other agencies whose workers interact with and have wide discretion over the dispensation of benefits or the allocation of public sanctions. These workers directly interacts with users and therefore have a great discretionary power. They deal with the reality and work at zero ground level. Particular conditions make them to develop discretionary deciusion making and a capacity to shape public policy at spot. At street level a uniform treatment is impossible to meet since bureaucratsmeet concrete users and provide local face to face services which depend and vary gretaly upon contigency factors. This makes the street level bureaucrats get divergent from stated policy and form their set of policies.
