As it’s mentioned that additional security guards were hired to protect the steel plant from thieves and vandals. Supervision of CBC was also aware that the security guards carried firearms which they were supposed to use for the protection on CBC. The main objective of hiring additional guards was to protect CBC against external threats.
It was the responsibility of CBC to check and ensure the hired guards are trained for the said situation and were legally authorized to carry and use firearms in the situation of distress.
It was completely the negligence of both PSP and CBC that they didn’t checked and controlled the situation where security guard who was not certified as an armed guard still carried the gun.
The guns carried by unauthorized personnel is automatically illegal and possess threats for their own safety and safety of others. Also when CBC knew guards were equipped with firearms it was the responsibility of CBC to ensure proper training is provided to their employees and they are familiarized with complete procedure by which they can avoid any confusion and are not considered as a thief or danger to other.
Working in an environment which was subjected to theft and vandalism which required additional safety and armed guard was an inherently dangerous scenario specially where uncertified guards were deployed with firearms.
