There are dozens of examples in the US alone in which government institutions are working using the “by networking” model. As terrorism has gripped several nations, and rogue groups transcend geographical borders, it is no longer enough for homeland security to work in a silo like environment wherein a FBI and CIA are working in isolation. These agencies work with several governments and several inland agencies to crack cases. Similar examples can be found in NASA, Medicaid and US Department of Energy.
In this new scheme of things, public CIOs are playing a critical role in effecting changes. They provide a technical expertise that binds together various public and private institutions and also play a critical role in network management.
Certain key functions that they play are that of coordinating activities. Consider the example of expansion of ports in the east coast of US wherein the Panama Canal expansion has taken place. Numerous agencies within the government are working with port developers and real estate agents are working these locations to upgrade vessel handling capabilities for effective supply chain management. Further, synchronizing response is yet another critical activity that they do.
