Emiritization is the initiative by the UAE government to employ the citizens of the country in job in the public or private sector enterprises. It has its own advantages and disadvantages.
The advantages are as follows:
1.   It will promote the local people in jobs that will boost the local economy
2.   It will create domestic demand and the dependency upon the oil will come down.
3.   More local people in jobs, will build the local intellectual pool in the country
4.   Attention upon the human capital development as a part of emiritization, will create skilled and educated people and it will help the country to achieve new innovations, creativity and higher productivity in the long run

The disadvantages are as follows:
1.   It is very difficult to meet the specific requirements of the industry with local people as of now due to lack of highly skilled local people
2.   It will be discouraging to the industry and they can migrate to other nations.
3.   Productivity will suffer and companies cannot act to hire efficient people
4.   Scope of discrimination is there in emiritization

Training and motivation is a good strategy to implement the emiritization. Training will make the employees ready for the job and motivation will encourage these employees to excel. But, the employees should have the basic skills and education to succeed. Afterwards, the training program will work to make them deliver the responsibilities at work. At this point, a suitable reward program should be implemented that is strongly related to the needs and wants of the employees. The motivation drives people to achieve the performance level expected from them.
So, training and motivation works well, but it also requires all the skills among the employees to succeed.
