(a) Yes, I agree with him that change cannot be implemented in education system without trained qualified engineering personnel as trained qualified personnel can only manage to allocate or use resources to gain maximum profit. He can only schedule the work to avoid wastage of time and design a fair wage policy to avoid conflict and dissatisfaction among workers, and can promote the rapid production.
(b) He may be wrong that a trained ,qualified engineering personnel can manage to change the educational system, as educational system is dynamic which keeps on changing ,one cannot follow a structured rule and regulation and implement a certain designed policy as the components of this system (students) will resist the change. Even the qualified trained personnel will face the problem in scheduling of work, allocation of resources, designing of pay policy as the demand and supply of raw material (students) is not fixed.
