3. Depending on cost , time and quality, the decision to be taken whether the system should be built in-house or outsourced to contractor or purchased off the-shelf and customized, or leased as a service. The requirements get changed based on a project to project.

4. For in-house development, we should have skilled people, complete setup to manufacture the product, complete information on the product, license, support from the government, local authority etc.
