If the Security & Privacy preferences pane under apple icon -> system preferences displays a lock icon at the bottom left corner of the pane then it says that you cannot make changes to any of the settings. In order to make changes you need to click on lock and then enter administrator's name and password. An unlock icon will be displayed now. This will enable you in changing any of the settings. Once you are done with changes, then click on that unlock icon in order to convert it back to lock icon which prevents further changes.
