The 3 major issues that should be addressed in the SLA are as follows:
1) Change Process issues : This should be described as it gives a formal tool for modifying the agreement for addresing the change on priority basis. Any issue related to it can be followed and tracked.
2) Service Standards issues:
To share the common standards there should be an agreement to understand and if any issues are happeneing then it should be reported.
3) Service Tracking/Report issues:
A good set of metric should be used for tracking or reporting to meet the project's objective. If there is any issue then it should be published.
All of the above can be described in the Service Level Agreement and not in implementation plan.
