Answer to question a :

Average time in seconds is highest for activity 4 which therefore is the bottleneck. Since the process capacity is determined by the bottleneck activity, the overall process can handle 1 patient every 90 seconds

Therefore ,

Maximum number of people can be vaccinated per hour ( 3600 seconds ) = 3600 / 90 = 40

Answer to question b:

The fifth volunteer should be assigned to the bottleneck activity which is activity 5 :Administer vaccination in order to vaccinate more people per hour.

Effective processing time of activity 5 after adding one more volunteer = 90 / 2 = 45 seconds

Under such scenario, the new bottleneck activity becomes activity 2 with average time of 60 seconds. The number of people now can be vaccinated per hour = 3600 seconds / 60 seconds = 60 people

More number of people which can be vaccinated with the fifth volunteer = 60 people – 40 people = 20 people

20 more people can be vaccinated using the fifth volunteer

With 5 volunteers , maximum capacity of the process per hour = 3600 seconds / Average time of the bottleneck activity ( activity 2 ) = 3600 / 60 = 60
