Question
the Heritage Foundation article, Reforming Intelligence: A Proposal for Reorganizing the Intelligence Community and Improving Analysis, the authors recommended reforming the Intelligence Community. Despite the passing of the 2004 Intelligence Reform and Terrorism Prevention Act (IRTPA), the IC continues to struggle in adapting to multiple global threats by state and non-state actors.
They cite recent Intelligence failures in the Middle East, failing to adapt to an increasingly complicated security environment, an ineffective ODNI, and the politicization of intelligence as reasons to consider comprehensive reforms of the Intelligence Community. There is a need for a clear chain of command, leaner bureaucracy, and a more integrated enterprise. Reforms would create the foundation and processes for a collaborative information sharing culture.
As a senior IC leader, provide your position of support or non-support in reforming the Intelligence Community as an effective means of increasing efficiencies and creating a more conducive collaboration environment.
Explanation / Answer
Answer: As a senior IC leader I support the proposition of reforming the intelligence community. The reforms can help the intelligence community (IC) to develop efficiency and create more conducive collaboration environment that can help in taking care of the recent challenges that have developed for the IC. The spread of terrorism at the global level requires that the information needs to flow freely and the different organizations involved in the field of intelligence need to work closely. The intelligence failures that started to take place since 9/11 incidence have proved that the reforms are essential for making the IC efficient and effective. Currently the IC faces a number of challenges like structural challenges, Analytical challenges and cultural challenges which require that these issues are approached strategically buy the IC community. Therefore it is essential that the IC community should start working on bringing structural changes and developing its analytical capabilities. At the same time it also needs to develop cross cultural competencies to take care of the cross cultural challenges faced by it.
