Current always flows throught the path which has least resistance.
A long time after the switch is closed, resistance of the inductor goes to zero, so current does not goes through 100 ohm resistor.
All of current goes through inductor and 10 ohm resistor.
At, t = 0, case is just opposite, inductor has infinite resistance. So , currernt won't pass through inductor initially.
Using, Ohms law
V = I*R
12 = I*10
I = 1.2 A
This would be same through 10 ohm resistor and inductor
