Answer: One will be fully agreed with the author and chapter. Today's world is highly connected and networked. For a organization or entity, be it in private sector or public sector, it is not possible to every kind of work on its own. Their are number of task to perform that need specialization. It is not possible or practical for an organisation to have every kind of experts required. Traditionally, organizations followed a hierarchical model of working. But over time, it has lost its relevance. Now network model is on the rise. It offers couple of advantages. One advantage is that it allows an organisation to concentrate on its core strength and frees it from fringe tasks leaving them to specialized providers from outside. Other advantage is that it leads to innovation and creates assets of strategic importance.
As far as government is concerned, it needs to provide number of services to its citizens on constant basis. As far as quality and betterment of these services is concerned, feedback and interactions with citizens from every segment and part of society is very important. For such a scenario, a networked infrastructure is requried. Government will require call centres, citizen service centres throguh all possible delivery channels. If this infrastructure is supported by good communication and knowledge management, it will lead to enhanced information about citizens' concerns and attitudes resulting in turn to innovation and responsiveness.
Hence we can say that networked model of governance will allow for decision making at the most appropriate level for the citizen
