These 2 statements are correct. First of all, all these statements are very generic which sometimes may hold true for some processors and sometimes they don't. There may be a quad core which might be twice as fast as a dual core. Cores don't mean speed by themeselves. They help us multitask better or run heavy programs that support multithreading, but for a single simple program there would be no noticable differece.

However it is a general rule of thumb, that more cores would lead to a higher electricity consumption. This is a general case but there do lie some outliers dual core consuming much more power than dual cores.

Clock cycle time is not affected a lot by the number of the cores, they remain the same.

Minimum number of instructions depend on the number of the cores, it does help to have more cores as they are a difference processor for each statement.
