first thing is the feasibility study where the problem can be fixed are not.
Its not that faculty and staff are using the same work environment they need to work on different enivronment so the cost cant be fixed so we need to get information from the faculty what specification they want for their research work.After the specifacation of the requirement is got they will approach for the vendors who are able to do supply and demand requirements.
The Head of the department or the chief head will aprove the request then the staff will be given a suitable to work in most case simulation and blue print are used to setup the environment.
Its imposible for people to accept poor quality in information technology projects because in poor quality project thier wont be any new innvovation only thing is they can finish all the project, they can start any new projects with new ideas with innovations .
such poor quality projects happen because staff people with lack of knowledge and lack of interest of people to create new methods for their work which can enchance their daily day to day work .
