After some experimentation, Fran discovers that the delays most often occur when Joan uses the company-wide patient record application, and that the delay worsens whenever she tries to download patient x-rays from the online database.

Joan said that application response is very slow and network connection is also disconnecting. In this case Fran must check the network connection at joan desk or room from wherever she is working. If she is using wifi definitely it must be some router issue or even if it is LAN also there might be chance that network connection is slow.

Then Fran must check the network traffic in that place. After checking if there is high network traffic then he must ask the people who is doing network consuming work to pause or stop. So that Joan can access the application.

If it is application traffic then he must tell to joan that try after sometime as there is load in application i.e. So many people from that hospital management using the application.

And if the Fran finds that the connection issues are in certain areas in hospital then he needs to verify the network connection as the other parts of hospital is working fine Means definitely it was a network or router problem and also as the benefit of case check the history of network traffic about the connection and usage previously. And based on that he has to proceed.

And if the network connection is fine and there is no application load is there in the place of Joan and in other places having trouble. This might be an issue with virus also. Even if the system is effective with malware the system will not respond properly. So he needs to install antivirus on the systems.
