I think choice c is correct answer because exclusive or negates the or statements
Am I right or wrong?

the reason is that when we say A or B, where or is XOR. we need either of it.(ANY ONE)
"And" means no matter what, this value should be there.
so either of hamburger or hot dog and french fries is mandatory
