It is about doing things right. Strategy determines the businesses an organization should diversify into. Tactical thinking determines the management of the organization to implement the strategy. Leaders work on strategy but implementation. Tactical thinking is the art of organizing a manoeuvre. Tactical thinking is appropriate for small investments, one-time events, and, idea testing.

Bush administration used it in operation Sinbad in Basra. A clear, hold, and, build plan was used. The goal was to work for the Iraqi forces to eventually take over Basra. As decided in 2006, it was a transitional process for building legitimate institutions.

Organizational climate has a moderating effect on the relationship between follower creativity and transformational leadership. This is due to pressure dimensions and cohesion of organizational leadership. The moderating effect is due to impartiality, support, and, intrinsic recognition. A cooperative environment increases the effect of leaders on creativity.
