It is the Kruskal-Wallis Rank Test which provides a good proxy for one-way ANOVA in the case of non-parametric analysis. The null hypothesis, in this case, is that the population median of all of the groups is equal. One way ANOVA can only be used if there is a) homoscedasticity and b) normality for the sample observations. Wilcoxon's test, on the other hand, can handle two sample only so it cannot serve the purpose of ANOVA.
