On your personal computer, any user who have admin permitions can install software programs through CD-ROM or downloading software through internet.
Installing through CD-ROM:
Required software CD-ROM can be purchased. if you do need to install software from a CD-ROM, simply insert the disc into your computer, then follow the instructions.
Installing through web:
Required software to be installed can be downloaded through the internet directly into the system by purchasing it. Normally any software would be downloaded as an executable file(.exe) along with instruction manual. User can directly install the software following those instructions.
Who can change operating system data ?
In case of Linux operating system and as it is an open-source program, which means the source code is freely available to anyone for improvement. Any programmer or user can change the operating system data and replace the portions of operating system, all these actions be performed remotely using respective user interface.
But in case of other operating system and as their source code is not available user can't modify the operating system data or portions of operating system.
