Explanation / Answer
There need to be no ethical issues or concerns here untill unless the factory management gives the privacy to their workers.
Because factory means it is business there is no restrictions for the business to set to the surveillance cameras as this is the total Choice of the management. In every business every one wants to be safe and want to watch over the work happening. By setting up cameras manager can easily monitor the work doing by workers.
And about the size now a days technology has been advanced. There might be several reasons and benefits to setup small cameras. Small cameras doesn't look weird on walls at the Same time workers also don't know from where they have been monitoring. So they work more carefully. If the cameras are big then everyone can see where the cameras as fixed and they can easily estimate the out range of cameras and there is a chance to do the fraud.
And I am in that position I only will set one condition that there need to be no cameras in the personal space of workers i.e. resting space, dressing rooms and the restrooms. Untill unless there will be some personal space for every one other than work there will be no problem.
Setting up surveillance cameras in the work area is fine and there will be no limit on number of cameras untill following the some principles.
