The best hardware I feel is a Dragon 410c board by Qualcomm. Why? Because it is created for IoT applications. It has in-built Wi-Fi, BT and GPS. It can run on Windows, Linux or Android, giving you the flexibility to develop and test your app. Additionally you get a lot of inbuilt memory for storage and processing and you can have an external memory card attached to it as well. You have a 40-pin and 60-pin extensions which can be used for interacing with the sprinklers.
